The verb is derived from Late Middle English nebillen, nebyll; further etymology uncertain, possibly from nibbelen (to eat in small bites, peck) (modern nibbeln, gnibbeln, knibbeln), possibly a variant of knabbelen, ultimately from Proto-Indo-European *gnet- (to press) or imitative.
